The Ramirez decision established limits to the affirmative use of PMQ testimony (e.g., in support of a motion for summary judgment). PMQs are required, for discovery purposes, to learn about matters from other sources if they do not have personal knowledge. Yet what a PMQ learns from other sources is hearsay, and likely not admissible.
